Hawaii has officially joined the growing list of states adopting the National Association of Insurance Commissioners/National Council of Insurance Legislators (NAIC/NCOIL) Travel Insurance Model Act. With Governor Josh Green’s signing of House Bill 97 on July 1, 2025, Hawaii becomes the 40th state to enact a version of this model law and the third to do so in 2025.
This milestone marks a significant advancement in creating a consistent regulatory framework for travel insurance across the United States. The model law provides clear guidelines for selling travel protection products and enhances consumer protection.
Momentum Behind the “Road to 50” Initiative
The US Travel Insurance Association (USTIA) continues to drive adoption of the model law through its “Road to 50” initiative, which aims to see all 50 states implement the framework. With Hawaii’s enactment, only 10 states remain, signaling strong momentum toward nationwide consistency.
